DEC40 was officially announced at the opening ceremony of the Global Digital Economy Conference on July 2, 2025. With its registration place in Geneva, Switzerland, it has set up offices in Geneva, Singapore, and Beijing. It gathers forces from governments, international organizations, multinational enterprises, and academic institutions, and has received support from international organizations including the International Telecommunication Union, United Nations Industrial Development Organization, United Nations International Trade Centre, United Nations Institute for Training and Research, and United Nations Office for Disaster Risk Reduction.

Shape the Digital Future with Global Cities
We are seeking like-minded cities, institutions, enterprises, and academic partners to explore new pathways in digital economy governance and innovation.
City Members
Shall have the right to vote and propose motions at the General Assembly of Members, as well as the priority right to participate in alliance projects.
Institutional Members
Composed of intergovernmental organizations, international non-governmental organizations, universities, research institutions, etc., they have the right to participate in the alliance and discussions.
Corporate Members
Composed of enterprises and technical institutions in the field of digital economy, they can participate in joint project development, technology export, and knowledge product development.
Academic Members
Composed of academic experts or senior industry professionals recommended and appointed by the Council, they participate in work such as standard formulation, case evaluation, and capacity building, providing support for the development of the alliance.
